Under Federal law (50 CFR 21.14), when a migratory waterfowl is purchased the seller should hold a valid FWS Waterfowl Sale & Disposal Permit and should issue the buyer a filled out Form 3-186 (Notice of Transfer or Sale of Migratory Waterfowl).......there might also be specific state and local requirements.
